Completed: 368b368 on #819:

• A BulkFileDataManager test shows a mainnet manager refuses regtest-labelled data on merge and in header validation, before the validator runs. It fails without the new guard.
• The SdkWhatsOnChain constructor JSDoc now lists every accepted network and notes that tstn and regtest refuse all requests. The same note is in the generated API pages.

No version, release-note or main changes.

Validation (local): wallet-toolbox build, typecheck and lint pass; format:check and health:check pass; src/services suites pass (677).

Pending: CI on 368b368 and 1 approving review. Merge stays on hold until #1070's 2.14.9 publication lands, then merge main and rebase the release notes onto 2.14.9. No successor handle.
