Implement the actual opaque native profile/inventory transfer certificate and authenticated factory. Require module-enrolled original issuer/private DB/owner state and fresh actual root-published acknowledgement, reject exposed-manager handoff, await old-provider physical drain and native reacquisition/revalidation, preserve READY copy lineage and original durable DELETE activation before WAL. Complete original allocation/RSS/IPC/fairness/platform/import/recovery and broader requirements before qualification/adoption. Publication/deployment/funding/physical qualification remain separately protected; keep PR open/unmerged.
