All11 original acceptance rows OPEN; private candidate unadopted/fullProgramQualified=false.

Implement a source-owned forward catalog fence so earlier readers refuse before opening wallet while exact original fixed JSON/SHA/copy SHA/bytes stay immutable. Qualify catalog/C driver/bootstrap/reopen/activation/recovery/retirement together before native adoption. Retain original SQL/schema/receipt/resource/deadline/source/test/property/quality gates. Existing earlier-reader static finding is a compatibility gap, no runtime bug/crash reproduction. Complete broader original program thereafter. Peer820 owns674 qualification metadata, no source-score borrowing. No merge, protected release, production deployment, funded or physical action.
