Consensus-pinned loadtxoutset snapshot for strict consensus nodes (-matmulvalidation=consensus).

This is not a software release and not an attested snapshot. Strict consensus nodes must refuse loadtxoutsetattested. File version remains v9. ExactReplay nonce-1 digest is unchanged (b4777985…).

Requires a binary that includes this height in m_assumeutxo_data (PR to follow: snapshot/assumeutxo-199299). Until that lands, loadtxoutset will reject the file.

This pin is the GPU-signed stall-recovery flag day: height 199299, blockhash f12a27d01a4b5a1710efa4497adf6f4c7da311d1c7b4f6a79cbf80f0b3110ec5, parent be78622c…, bits 1e2b22b5. 191266 remains in the table for older binaries.
