Changes

• Add configurable artifact download failure exit status (#124) @bartekpacia.
  • Set download-failure-exit-status to distinguish artifact download failures from command failures in automatic retry rules.
  • Defaults to 1, preserving existing behavior. Values must be integers from 1 through 255, validated by the hook even when agent plugin validation is disabled.
