System Docker for BurmillaOS 3.0.x

First release with all four architectures: amd64, arm64, loong64 and riscv64. Functionally the same as 17.06.116.

Change log:

  • arm64, loong64 and riscv64 builds fixed: the release build container installs the target libc development files, so crun links statically for every arch burmilla/docker (cbb7bdf4) #7
  • Releases are built by a GitHub Actions workflow: the amd64 job creates the pre-release and the arm64, loong64 and riscv64 jobs cross compile and attach their packages #8

Verified that every binary in each tarball is a statically linked ELF for its arch and that the amd64 system-dockerd --version reports 17.06.117. Not run on arm64, loong64 or riscv64 hardware or booted BurmillaOS yet, so this is a pre-release.
