feat: add configurable control plane resource types

  • Add ControlPlaneResourcesSpec, ComponentResources, and ResourceQuantities types to common_types.go
  • Add DefaultControlPlaneResources field to ButlerConfigSpec for platform-wide defaults
  • Add Resources field to ControlPlaneSpec in TenantCluster for per-cluster overrides
  • Precedence: TenantCluster > ButlerConfig > nil (BestEffort QoS)
