Refactor server settings, GC, and profile management

- Switch server settings to CQRS/Mediator pattern; add handlers for info, settings, backup, GC timeline, and shutdown
- Add encrypted fields to CottonServerSettings (OIDC, S3, SMTP, cloud tokens); introduce EncryptedAttribute and EF Core value converters
- Improve garbage collection: protect avatars/backups, add dry-run, robust chunk deletion
- Add telemetry job for server stats reporting
- Add Constants.IsPublicInstance; refactor IP/geo handling for public/demo mode
- Store S3/SMTP secrets encrypted; update providers and notifications
- Refactor frontend profile page: composable hooks, integrated email verification, improved avatar upload and username validation
- Enhance UI for appearance, share links, and backup pages
- Update translations (en, es, ru)
- Miscellaneous cleanups and error handling improvements
