ImplicitRangeConversion fixes

Address some ImplicitRangeConversion warnings with explicitness. char() is evidently considered more explicit than chr(). ;-)

Just to make the VC tip a clean release after init syntax thrash

With also a very minor added comment to clarify logic.

Add CLuser config support

Might be noteworthy here that the CLuser in this case is likely the superuser/root or maybe a syslog user.

Minor code change to qualify import

..but I kind of think this program is very close to just being done and never needing updates. So, release now.

Silence some warnings

BareExcept and cstring conversion.

Bug fixes, cross Nim portability

Fix one parsing bug & one error case formatting bug. Improve portability across Nim versions.

Go ahead and punch a release. I've been using this daily for a long time now without issues.
