每 30 秒刷新，时段边界自动切换；纯 UI、无状态、无网络请求。

First GitHub release: a peak/off-peak pricing badge with switching countdown pinned under the sidebar settings button.
In the collapsed sidebar, show a colored dot with a frosted popup detail on hover.
Refreshes every 30 seconds and switches automatically at pricing-period boundaries; pure UI, stateless, no network requests.
