New MCP tools closing the CLI/MCP gaps from the 0.18 command split: query (raw BM25/semantic retrieval with kind filter, guaranteed no-LLM; backend=raganything restores the multimodal index's only agent-reachable path) and doctor_run (fresh read-only health checks as JSON — fixes stay on the CLI).
