One-line gitlink bump so the bundled conductor carries burrow-cli#13: dedupe dry-run preview, per-engine envelope attribution, rules auto/min_days_unaccessed + trigger --rules planning, sentinel --watch, weak orphan tier, portable install ids. Same shape as #250/#259.
