Learn about vigilant mode.

This release addresses issues with includes for stan vs stanfree variants.
The headers get changed during build based on which is requested. So then they both need their own include directory, not a top-level one.

What's Changed

  • hard to test, but i think this is all that's needed to update the env… by @gavinsdavies in #27
  • need to also update version number in Version.h for both include areas. by @gavinsdavies in #28
