Remove AccountTypeAPIKey restrictions from passthrough field rules,
allowing OAuth, setup-token, upstream, and bedrock accounts to
configure and use passthrough fields (inject/map/forward).

Backend:

• Remove type guards in NormalizeAccountPassthroughFields,
  AccountPassthroughFieldRules, and applyAccountPassthroughFieldsWithContext
• Remove APIKey-only guards in gateway paths (Anthropic, OpenAI,
  Antigravity, Gemini)
• Add passthrough support to Gemini OAuth generateContent and
  listModels paths with correct header ordering

Frontend:

• Update supportsPassthroughFields() to return true for all types
• Move PassthroughFieldRulesEditor to common section in both
  CreateAccountModal and EditAccountModal
• Remove type restriction in applyPassthroughFieldExtra save logic

Tests updated to verify new behavior (allow non-APIKey accounts).
