Prepare v0.7.0: the WebUI trust and polish release.

Verification: full canonical gate; strict Cairn scan; package size 608,710 bytes; cargo package -p cairn-framework --allow-dirty compiled successfully from the packaged tree. Sequential simplicity and adversarial release reviews applied; final finding fixed.

WebUI trust and polish: diagnosable load failures, structured issue
reports, the ratified Calibrated Instrument canvas direction, guided
empty states, accessible palette hints, and deduplicated topbar stats.

Package verification: 608,710-byte crate; standalone packaged-tree
compile green.
