v1.17.17 - Translations return

• Cleanup: old files, update some documentation, expand version history
• Troubleshoot releasing process (test and compare CI plugin file and "Test" version)
• Re-enabled the translations mechanism. Works!

v1.17.16b - Plugin zip fix

This is a quick fix release to generate a proper Calibre plugin zip file.

The "Source code" archives put the repo contents into a directory before compression, whereas the Calibre plugin zip file must unzip directly, without an enclosing directory.
