This release introduces the first public runnable implementation of the URST and leaves out more to come in the development and disclosure of the NEXUS substrate

It keeps the recursive-categorical-framework repository stack (BaseTensor, governance, eigenrecursion) but keeps the URFST reposutory license itself under CC BY-NC-ND 4.0 International. This is a Recursive Neural-Field Architecture. It is not structured like a neural network it uses tensors, forms a field, its recursively stable, and is a foundation architecture of an Auto Reflexive neural entity under the new Neuro Eigenrecursive Xenogenetic Unified Substrate.
