fix: update React Router security patch

Summary

• update the Rspress transitive dependencies react-router-dom and react-router from 7.18.1 to 7.18.2
• pick up the React Router 7 backport for GHSA-qwww-vcr4-c8h2
• keep the existing Rspress version and dependency ranges, without adding an override or changing any shipped package manifest

This is a lockfile-only website dependency update, so it does not require a changeset.

Closes #1419.
