docs: initial open-source SDK release

Publish the current NE503 AIPC SDK snapshot as the public baseline.

Documents the currently supported install paths: source installs, local wheels,
and GitHub Actions wheel artifacts. PyPI and tarball package channels are
marked as planned until they are actually published.
