What changed
Adds the repository/commit migration plan and a CLI that audits each legacy output against a complete immutable
<Snippet>declaration before applying page, manifest, and output changes. Application is transactional and preserves page offsets.Why
Bulk migration must fail closed instead of silently changing published examples or partially rewriting pages.
Validation
Migration regression tests, Ruff, mypy, and content audits pass in the completed stack.
