What changed
Adds a machine-checked inventory for all 318 unavoidable legacy entries: one grouped Canton blocker covering 313 generated artifacts and five explicit content-history blockers. CI rejects undeclared additions, stale declarations, and count drift.
Why
The partial migration needs a crisp, discoverable stopping condition rather than an unexplained residual manifest.
Validation
Blocker verification reports exactly 318 entries; inline tests, Ruff, and mypy pass.
