Add Linux install steps for grafanactl in observability README#4648

The local-workflow section only documented `brew install --formula grafanactl`, which leaves Ubuntu/Linux contributors without a path. Add a tarball-from-GitHub-releases snippet alongside the existing Homebrew line so the package is reachable on Linux without guessing asset names.
