Changes field from a
booltoOption<EraId>to indicate specific era where the funds can be unlocked. Removesrelease_fundsentry point and moves the logic intorun_auctionwhich would release funds automatically when a desired era happens.https://casperlabs.atlassian.net/browse/NDRS-231
