C:EE integration test build

This pre-release is intended for runtime testing with Create: Electro Energetics 1.21.1-1.1.1.

Included fixes

  • C:EE electric motors only provide traction while the train has usable catenary, accumulator, or creative power.
  • The requireFuel option is enforced for ordinary combustion traction without conflicting with C:EE's short-lived fuel marker.
  • Train physics, curve limits, engine aggregation, handbrake behavior, motor tags, and Steam 'n' Rails compatibility have been repaired.
  • An automatically enabled built-in resource pack silences these loud default C:EE GTO layers:
    • electroenergetics:train/gto/async
    • electroenergetics:train/gto/async_decay
    • electroenergetics:train/gto/async_rise
    • electroenergetics:train/gto/p15
  • electroenergetics:train/background/wind_static and electroenergetics:train/background/wind_rise remain unchanged.
