修复站点同步出错时详情页打不开、减少 GA4 配额消耗，以及新建站点统计时选到没有编辑权限的 Google 账号。

修复

• 站点上次同步出过错（比如 GA4 配额用完）时，站点详情页整页加载失败；现在照常显示，只在顶部提示同步错误
• 新建站点统计：同一个 GA4 账号多个 Google 账号都能访问时，下拉里出现好几次、看不出用的是哪个 Google 账号，容易选到只能查看的那个；现在只列一次，用哪个 Google 账号由后台决定，没有编辑权限时自动换另一个
• GA4 返回“没有权限”（The caller does not have permission）时改成中文说明：哪个 Google 账号在哪个 GA4 账号 / 媒体资源里缺“编辑者”角色、去哪里加；新建站点统计、设置关键事件、新建 / 删除事件规则都适用

改进

• GA4 同步更省配额：各时间范围的独立访客数改成一天算一次（原来每 6 小时），GA4 请求量少一半多
• 遇到 GA4 配额用完（HTTP 429）：这个站点剩下的 GA4 请求不再发，这一批后面的 GA4 站点也先不同步，一小时后再试（原来要等 6 小时），之前的数据保留；报错里带上 Google 返回的状态，能看出是哪种限制

Fixes the site page failing to load after a sync error, uses less GA4 quota, and avoids picking a Google account without edit access when creating site tracking.

Fixed

• When a site's last sync had an error (for example, GA4 quota exhausted), its page failed to load entirely; it now loads normally with the sync error shown at the top
• Creating site tracking: when several connected Google accounts can access the same GA4 account, it appeared multiple times in the dropdown with no way to tell which Google account would be used, making it easy to pick a view-only one; it's now listed once, the Google account is chosen automatically, and another one with edit access is tried if needed
• GA4 "The caller does not have permission" errors are now explained in plain words: which Google account lacks the Editor role in which GA4 account or property, and where to add it; this applies to creating site tracking, setting key events, and creating / deleting event rules

Improved

• GA4 sync uses less quota: unique users per date range are computed once a day instead of every 6 hours, cutting GA4 requests by more than half
• On GA4 quota errors (HTTP 429), the rest of that site's GA4 requests and the remaining GA4 sites in the batch are skipped and retried an hour later (instead of 6 hours), keeping existing data; the error now includes Google's status so the limit can be identified
