Pull request overview
Adds Celenium upgrade signaling links to the Network upgrades documentation so operators can quickly monitor validator readiness for the v9 upgrade across Celestia networks.
Changes:
- Added a “Celenium upgrade pages” subsection under Network upgrade coordination.
- Introduced a small table linking to v9 signaling pages for Mainnet Beta, Mocha testnet, and Arabica devnet.
