op-batcher celo-v2.2.2

This is an op-batcher-only rollout. Operators should update only the op-batcher image. No op-node or other OP Stack component update is required for this release.

This release adds support for the Amsterdam calldata floor gas rules ahead of Glamsterdam on Ethereum L1. It prevents op-batcher from submitting batch transactions with an insufficient gas limit after the fork.
