op-node celo-v2.2.4

This release includes two reliability fixes:

• op-node p2p deadlock: Updates op-geth to include celo-org/op-geth#514, which fixes a deadlock in p2p/discover. Table.waitForNodes could wait indefinitely for the table mutex while the table loop was blocked in nodeFeed.Send.
• Sequencer responsiveness: Moves sequencing off the shared op-node driver event loop so derivation bursts cannot delay block sealing. This change applies only to nodes with sequencing enabled. Verifier nodes retain their existing scheduling behavior. It also includes the timer and concurrency guards required by the dedicated sequencer loop.
