The spec says "A variable can have no dimensions if it has only a single numeric or string value, in which case the shape should be specified as []". In that case, can the data be both a scalar / single value as well as a list of length one? Allowing both makes parsing a bit more complicated, not sure if it has any benefit? Either way, would probably be good to clarify explicitly in the spec?
