v1.3.22: Startup, migration and search fixes

This release fixes startup crashes, migration problems and library search errors.

• Fix crashes caused by expired threads, UUID buffers and missing query column information.
• Fix library search and tag ranking errors.
• Import libraries into a fresh PostgreSQL database without treating default accounts as existing library data.
• Keep SQLite export backups and allow longer migrations for large libraries.
• Prevent Linuxserver startup cleanup from deleting migration files.
• Include the migration tools and matching Linux runtime libraries in the downloads.
• Check new Plex versions automatically and propose fixes in separate pull requests.

Downloads are available for Linux AMD64/ARM64 and macOS ARM64, with SHA256 checksums.

Docker images are available for AMD64 and ARM64:

Both also have a latest tag.

Installation tests and 100 restarts passed on both Docker variants and architectures with PostgreSQL 15 and 18. The 5h50 load tests completed, but a subsequent check returned HTTP 500 after PostgreSQL restarted. That recovery problem is being investigated.
