Course creation is not possible in Chamilo 2.0.3. [Solved]

I installed Chamilo 2.0.3 three times in a row, and the 'Course creation' option is always unavailable. It's just available in the administration part, but not in accounts. Neither in admin account nor in teacher account. Any suggestions?

You need to enable the capanility for trainer to create courses (by defalut non damin are not allowed).
It is in Work flow (or something close) in the menu.
Enable this and it'll work.

Unfortunately, I can't find any option in the administration menu to enable either administrators or teachers to create courses from their own accounts. I also can't find any setting related to this workflow. Could you tell me exactly where this option is located?

You can find it in /admin/settings/workflows with the parameter "allow_users_to_create_courses"
