Initial Commit of this generalize MSID plotting package. The prototype of this package will be developed with SOT Maude and Python Bokeh to generate multivariate MSID plots for MTA web pages. As this state of development, the goal is to replicate functionality of the CSH maude plotting scripts into a testable package with version control options following Ska3 environment standards.
