rate_limit.py

Fetches the rate limit for a user submitting data based on their account level and determines if they can send more data at any point in time.

check_rate_limit() - takes the user's id and returns a boolean indicating weather or not that user can submit new data yet, and a dictionary with the remaining time until they can, the rate limit, and window seconds.
