function createLoessInterpolator(parms): UniFunction;

Returns a function that interpolates the LOESS-smoothed values of a dataset.

First, the smoothed y values of the points are computed with smooth. Then the knots for the interpolation are selected from the points: points that are closer than minXDistance to the previous knot and points with a NaN smoothed value are skipped. Finally, the knots are connected with the specified interpolation method.
