- eslint 10.7.0 -> 10.8.0 (root, dev)
- typescript-eslint 8.64.0 -> 8.65.0 (root, dev)

Held back (newest major requires Node above our 20.19.0 floor):
@commitlint/cli 21.x, @commitlint/config-conventional 21.x, execa 10,
lint-staged 17, nanoid 6 — all remain at their latest floor-compatible
versions.

Held back (typescript-eslint peer range is <6.1.0): typescript 7.0.2;
6.0.3 is already the newest in-range release.

Not eligible yet (inside the release-age embargo): @oclif/core 4.13.1
and 4.13.2 — re-evaluate next run.

Intentionally excluded per the update checklist: @types/node (kept near
the minimum supported Node major) and vitest (v4 jump blocked; already
at latest 3.x).
