Unofficial build of SOTFEdit, based on codengine's v0.13.0.

• Upgraded to .NET 10 (LTS)
• Self-contained, so no .NET runtime needs to be installed. Unzip and run SOTFEdit.exe.
• Updated MessagePack to 3.1.9 to address security advisories
• Update checks and the Help menu links now point to this fork

Not an official release, so please report issues to me, not codengine. Windows will likely warn about an unsigned exe, which is expected.

Unofficial build of codengine's SOTFEdit v0.13.0, updated to .NET 10.

Self-contained, so no .NET runtime needs to be installed. Unzip and run SOTFEdit.exe.

Despite the tag name, this doesn't include the features from the separate v1.x tags by another contributor.
