[CHEF-23439] - Mandatory License enforcemnt on knife bootstrap command

Description

In the new chef-licensing gem if the distribution is official, the licensing enforcement will be optional. But the knife bootstrap requires a product download and a licnese is mandatory, this PR changes will make the licensing enforcement mandatory during the knife bootstrap flow.
