Strip comments, shrink further

109 -> 93 lines. Removed the header block and all inline comments.

The tray icon struct is now a static designated initializer instead of
nine runtime assignments, which also drops the lstrcpyn for the tooltip.
Folded away the TRAY_MSG and ID_EXIT defines in favour of WM_APP and a
literal menu id, and the CreateWindowEx null check.
