Patches v0.18.0, whose exported .pbf files couldn't be loaded by PotPlayer on Windows.

Fix: the .pbf is now written as UTF-16 little-endian with a BOM and CRLF line endings (0-based bookmark index, trailing next-index slot) — the exact byte format PotPlayer authors. Reconstructing a real PotPlayer bookmark file through the new path is byte-for-byte identical.

Everything else about the feature is unchanged: File ▸ Export PotPlayer Bookmarks… copies every video into a folder with a matching same-named .pbf, each cue becomes a jump-to bookmark titled [Type] Number Name, the per-cue-type export filter is respected, and bookmarks land on the exact frame.

Fixes #695.

Unsigned/ad-hoc build — first launch: right-click → Open, or xattr -dr com.apple.quarantine /Applications/OnlyCue.app.
