First release with data querry using modbus protocol

This release change completely the mechanism of gathering the data from MATE.
Original PHP script was changed to Python. Mod Bus protocol is used to gather the data with the advantage of portability to MATE3/MATE3S.
Final purpose will be a standard package of MATE monitoring able to generate data for a solar power diversion integrated system.
