Superseded by #187, which bumps codeql-action/init and codeql-action/analyze together. Dependabot files these as separate PRs, but the two must move in lockstep -- CodeQL's analyze step hard-fails with a config-version-mismatch error if they're not, confirmed on this PR's own CI run.
