Payment Evidence Frame (PEF) v1 reference release.

This release ships the Apache-2.0 LICENSE text in both the Python wheel and the
npm package. The source on main also carries a NOTICE file and a README
attribution block.

Evaluation kit (attached)

pef-evaluation-kit.tar.gz and pef-evaluation-kit.zip have identical
contents. Download, unpack, and run:

python validate.py        # expect 8/8 vectors reproduce byte for byte

That is all that is required: algovoi-pef and its only dependency, Trail of
Bits' rfc8785, are vendored under vendor/ (both Apache-2.0), so the
validator runs with only Python, no install and no network.

The kit also contains:

  • spec/payment-evidence-frame.md: the PEF spec page from a2aproject/A2A#1898
  • vectors/pef_v1.json: 8 conformance vectors across all 5 claim types
  • eight-impl/: optional cross validation across eight independent JCS implementations in eight languages
  • ATTESTATION.md: the 64 of 64 byte for byte cross validation record
