Filter reminder as a persistent notification instead of a repair issue.

A filter maintenance reminder is real-world appliance maintenance, not a Home Assistant health problem, so it now appears in the notification panel instead of Settings > System > Repairs (matching the Dreame vacuum integration).

• Filter reminder moved from repair issue to persistent notification, edge-triggered so dismissing it acknowledges the reminder (no re-nag every poll until the filter is reset on the device)
• New "Filter notification" option (default on) to disable it
• Leftover repair issue is cleared on upgrade; notification dismissed on unload
