Fixed

• The highlight.js peer range is now ^11.3.0 (was ^11.0.0). The rst and
  myst grammars use the hljs.regex helpers introduced in 11.3.0; on older
  11.x, highlight.js silently swallows the registration error and the
  languages never appear. CI now installs the declared floor on every PR so
  the range cannot drift again.
