Closes the HWW-to-catalog drift the parity gate flagged every session. HWW #27 was added to the private myOS source of truth but not yet mirrored here, leaving manifest + files at 26 against 27 HWW entries. This release adds it so all surfaces read 27.

Added

  • mechanisms/27-mechanism-wired-measured-self-surfacing.md — a mechanism is done only when wired, measured, and self-surfacing: verify the connection (does it fire?), the metric (how do we know it works?), and the trigger (no human memory), not just that the artifact exists. Origin: the 2026-06-07 hook-wiring audit found 3 live dead hooks (declared but never firing). (HWW #27)
  • mechanisms.yaml entry for #27 (scope: meta).
