v3.12.0 — Solana integration

The protocol now has an on-chain half.

• programs/ssp-registry: Anchor program with the pool registry, per-pool regime state and the reserve vault.
• settle_regime writes the regime the kernel produced and reprices the pool fee inside a 10..200 bps band.
• deploy_backstop pulls reserve capital into a pool below its depth floor.
• viewer/src/solana.ts: PDA derivation and account decoding over @solana/web3.js.
• src/amm.rs: constant-product maths, price impact and depth targeting, standard library only.
• docs/PROTOCOL.md: normative reference for the off-chain / on-chain boundary.

The kernel stays dependency-free and never reads chain state. The program never re-derives a verdict.
