Documenting the new ci skip behavior

Description

Documenting a change of behaviour for [ci skip] / [ci skip] commits. From now on these commits will not generate any skipped pipeline in the UI.

Reasons

Skipped commit use to result in a Not Run pipeline showing on the pipelines pages. This is no longer the case. The change of behavior has to be documented.
