Description
Update the minimum required OpenTofu version to ensure compatibility with upcoming lifecycle and ephemeral resource features.
In the following PR, we will introduce usage of ephemeral resources and the lifecycle argument enabled, both of which require a more recent OpenTofu release. Raising the minimum version now ensures consistent behavior across environments and prevents runtime issues once those features are adopted.
