Summary
Remove Debian Bullseye from the HLL package build matrix now that upstream LTS support has ended.
Because the workflow shares the platform dimension across architectures, removing this single matrix row deletes both the amd64 and ARM64 Bullseye build legs while preserving the existing architecture gate and all remaining distribution targets.
Coordination
This PR must land before the packaging
developbuilder retirement. ARM64 builds clone the livedevelopbranch, while pinned tooling would otherwise continue producing amd64 Bullseye uploads.
