This makes releasing pgautofailover much less involved. This PR has been created using these changes: citusdata/packaging#469

@JelteF did you need to update anything by hand?

I see the changelog items are removed as well as the .citus suffixes to package names.

If there are no other changes that needs to be applied here then :shipit:

I tested on citus packaging, this doesn't break anything
